As I understand it if you paid line rental to Origin you had a data line and essentially you used VOIP for voice calls and there was no connection to BT exchange. As you move off of Digital Region you have to have a voice line to the BT exchange.

It may very well be that a "data line" still has a telephone number allocated to it so Openreach can identify it at the street cabinet.
