The one dated 13th July 2013 is the Doncaster Council report and the PDF is one from September 2012.

Some interesting notes in that article such as

19. In September 2012 Council approved £6.3m of Prudential Borrowing to fund the estimated costs of the re-procurement process for DRL. In March 2013 an additional £1.3m of revenue resources were approved for DRL following an extended procurement process timeframe, unexpected additional external advice for that process and additional operator costs resulting mainly from an extended contract period of nine years as opposed to the originally estimated five years.
